Chrome OS Flex provides a compelling option for extending the life of all older PCs but Google would understand that in their target environment booting from removable storage is a no-no. These customers also have fleets of under-powered and ageing devices now struggling with Windows 10 and with no budgets for new Windows 11 machines. From the way I see Google positioning Flex (and offering it for free), it strikes me that they are aiming primarily to capture more revenue from their Enterprise and Education upgrade customers who have already invested in Chrome OS by buying managed Chromebooks. If I may, though, I think it is important to consider the bigger picture.
I guess the simple answer to your top-line question is that it is not what Chrome OS Flex is designed for.
